香港文汇报援引哥伦比亚广播公司和《洛杉矶时报》消息：美国洛杉矶天主教教区的大型娈童案越闹越大，周三教区最新公布的娈童案档案中，披露主教区一直隐瞒真相，安排曾犯案的神父离开分区教会后，到其它教会继续执行职务，引致全区的288个分会中，有3/4的教区曾发生娈童案，惹来受害者及其家人不满，估计会有更多案件被揭发。 

 　神职人员娈童案受害者组织的区域主任格兰特指，枢机主科马奥尼的报告与是次公布的档案中的内容有出入。他说：「最重要的是，所有犯案的神职人员未有被起诉或惩罚。」 

 　新公布档案显示，洛杉矶天主教教区有126名神职人员被控娈童，主教区在过去几十年中，若发现神职人员娈童，便安排他们离开所属教会，接受治疗及辅导，再安排到其它教会工作。 

 　其中一宗娈童案的3名受害者埃里克、埃德加及曼劳埃尔，他们在教会当圣坛侍童，期间被罗德里格斯神父性侵犯近4年，埃里克说：「神父和蔼可亲，我们很信任他，他甚至拥有我们家的门匙。」埃德加续说：「其后他在晚上侵犯我，再到埃里克及曼劳埃尔。」罗德里格斯神父早有前科，2004年被两个教会的教友向警方投诉后，他便被判入狱。

The position of the Aboriginal and Torres Strait Islander Social Justice Commissioner was created by the federal parliament in December 1992 – a response to the findings of the Royal Commission into Aboriginal Deaths in Custody and the National Inquiry into Racist Violence. It was also a response to the extreme social and economic disadvantage faced by Indigenous Australians. 

Social justice is about making sure that every Australian – Indigenous and non-Indigenous – has choices about how they live and the means to make those choices. It also means recognising the distinctive rights that Indigenous Australians hold as the original peoples of this land. 

HREOC's role includes reviewing the impact of laws and policies on Indigenous peoples, reporting on Indigenous social justice and native title issues and promoting an Indigenous perspective on issues. In addition, the Aboriginal and Torres Strait Islander Social Justice Commissioner monitors the enjoyment and exercise of human rights for Indigenous Australians. The HREOC Act and the Native Title Act 1993 (Cth) require that the Aboriginal and Torres Strait Islander Social Justice Commissioner produces an annual Social Justice and a Native Title Report. These reports are tabled in Parliament.

HREOC was established on 10 December 1986 (International Human Rights Day) as Australia’s national human rights watchdog. 

With an expanded complaint handling role and a major focus on research and education, HREOC replaced the previous Human Rights Commission, which had operated essentially as a part-time body since 1981. 

Three full-time Commissioners were appointed to the new organisation – a Human Rights Commissioner, Race Discrimination Commissioner and Sex Discrimination Commissioner – along with a part-time President.

It is irony enough that sometimes we are victims of our own wit. It is our bias that usually blocks our way to the better. Is there anything wrong with Chesterfield’s advice? As a college student, I will try to propose my personal understanding. 

 

It is a common pitfall that we always fail to notice backgrounds when we try to analyze certain facts. As it known to all that without constraint condition no absolute truth can be found. For example, Newton's law of universal gravitation is thought to be a truth. However, this truth can only be complete with the assumption that it only works in the macro world. As for Chesterfield’s advice, we have to find out when and why he gave this piece of advice. 

 

Although I fail to find out the exact time and reason, I guess it may be issued when his son had learnt a lot and actually surpassed those who around him. In order to prevent his son from self conceit, he wrote this adage. Hereby, a crucial assumption of this adage has to be added that only after we have actually proved to be wiser can we keep low profile and reserve our superior ideas. 

 

Now we know the constraint condition of Chesterfield’s advice. Take college students for example. Nowadays, professors find impossible to add interaction into class in that few students take the initiative to answer or raise the questions. It is not because students do not know the answer or have no question. The reason behind is the misunderstanding of Chesterfield’s advice and fear for humiliation resulting from the wrong answer or inferior questions. Those who positively answer or raise questions are thought to be silly because they seemingly don’t understand Chesterfield’s advice.
