找到了这一串应该是相关的代码，但是看不太懂，有大神指点一下吗

应该设定成产业到一定规模扩散相关科技，而不是像现在这样随机。

在00_defines中找到TECH_SPREAD_RANDOM_RANGE，这个是影响传播效率浮动的，不会稳定减小科技传播。
鉴于这个科技扩散是属于底层机制，如果要屏蔽只能通过让他增长率减小实现，比如自己写一个modifier ，设置contry_tech_spread_mult ＝-1（具体数字需要自己调整），然后添加上这个效果，或者直接修改static_modiers里面的base_values，添加上述的条目以实现对所有国家都实现这个功能
