Could anyone to upload other site (not megaupload) if you are free because in my city, we cannot access megaupload.

If you are prohibited to access Mega in your city, the best suggestion I would give is to find some web proxy sites which enable you to browse the web anonymously. This will help you to escape the IP ban check.
