The spread can go up to +/- 3 currently, so yes that is intended. It cannot go any higher than that. Typically if you see one lowly tier 3 with tier 6's it was because he was dragged in via a platoon.

Historically, the Chally 1 actually has a fuel tank in the front, near the headlight. So you are not hitting a fuel tank in the back, you are hitting one that's in the front. It's still hard to hit though.

It wasn't actually 'nerfed' or really changed, just the tooltip changed. The tooltip should say both minimum and maximum accuracy was improved, but since it's too long, the game is just displaying the first part of the description, making it look like it is only minimum accuracy that's affected. The retrofit is still affecting both stats as it had before though.
