Thanks for writing in. Sorry to hear that you're disappointed in the pack drops system. There are no bugs with the drops for the current warden pack and they're currently working as designed. As I'm sure that you're aware, there are no guarantees to receive any specific hero in the packs. Different heroes will have an increased chance to drop from the different packs, but because of the random mechanic in pack drops, they still aren't guaranteed to show up in any particular pack pull.
Drop rates are set on the pack-level, not on individual accounts, so your chances to receive any particular hero are influenced what heroes you already have, what account you're using, how many packs you've opened before or after that one, etc (aside from the legendary guarantees, of course). We also don't have the ability to influence what hero(es) you'll receive. As an exception, we've provided a one-time bonus of gems to your account for future attempts at desired heroes.
There are currently no plans for supplying a method to obtain specific heroes on a one-by-one basis. However, if you have ideas or suggestions on things to add or ways to change that system, I highly recommend posting them to the Suggestions forum for player and developer review. You may also want to submit a question/suggestion to a moderator on the forums for the new weekly designer Q&A feature.
