Preliminary cost estimate is developed after detailed design is drafted.
Three parties, the Employer, the Designer and other consultants, shall discuss to optimize the preliminary cost estimate from the perspective of cost control, design and technical issues. Through such discussion, adjustments will be made to the preliminary cost plan to meet the cost target; while the adjusted cost plan shall be a guide for design of tender or construction drawings.
5、根据项目进度要求,合理地划分标段,并建立一个适应业主管理及进度要求的合同架构体系。

1、在每一个合同实施前对承包商、业主、监理单位等作合同交底;
Prior to the implementation of each contract, contract disclosure shall be held among the Employer, the Supervisor and the Contractor.
2、建立一套满足业主内部管理要求及与合同条款相适应的工程管理流程,如中期付款流程,工程变更申请及审核流程, 指令估算。
Project management system which agrees with internal management of the Employer and contract clauses is set to coordinate interim payment, application of variations to the works, etc.
3、查看现场、了解施工进度及工地发生的重要事项,并按此提供中期付款建议书及细目;
Interim payment and payment details are compiled based on information collected from site investigation and program of works.
4、每隔一阶段编制一份财务报告,内容包括每一个合同的概算价、合同价、至当月的变更汇总价、暂定款调整额、估计的决算价、至当月累计已付款项等;若在编写报告时预知数字上或设计方面将有大修改,该修改之预算增(或减)额须立即通知业主并包括在财务报告内;
