The cartoon mocks the tight security measures at Sochi, which are meant to ensure that the event can proceed peacefully and the spirit can be celebrated, but the very need to implement such measures ironically means that the "spirit of peace, excellence, friendship and respect" is absent from the start, and is casting a shadow on the athletes who are hoping to enjoy their games.

You may also argue that the cartoon derides the idealism embodied in the Olympics spirit, which can't be "celebrated" at all without the presence of military might, ironically suggesting that there is no such thing as genuine peace, friendship and respect. Yet the security measures at Sochi are so tight that they have stolen the limelight.
