Personally, i would fire a few missiles hitting gas and oil pipelines in China-Russian border, as well as railroads from Russia.
Thereby effectively cutting the supply of oil in China.Do this in Winter and you effectively kill half the northern population of China due to lack of gas for heating, and shortages in electricity.
You also cut the supply of fuel for cars, putting the whole of China under a standstill.
Exports stop, people lose jobs. No jobs, no food. No food, and the ignorant masses takes to the streets and pillage.
Using these riots as an excuse, China kills a quarter of their entire population.
For the obliteration of the south, a surgical strike on 3 gorges dam.

I say, bring the case to UN's court. HАVe the UN to sanction China. Then ask USA to help in enforcing the sanction. USA has every interest to undermine China as China is USA's current main rival.
